MINUTES OF THE BUTTERWICK PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL ON TUESDAY, 11th SEPTEMBER 2018 AT 7.30 pm

1 APOLOGIES were received the Police.

2 POLICE MATTERS

PCSO A Devenish had reported on criminal damage; a domestic Incident; traffic offence and a transport hazard in the parish.

3 MINUTES

The minutes of the meeting held on the 14th August 2018 having been previously circulated were agreed and signed by the Chairman.

4 MATTERS ARISING

4.1 Emergency Planning Group – Councillor Knowles stated he would be producing e a report in due course and a meeting was to be arranged with the group.

4.2 Overgrown Hedge – Councillor Skinner stated that this had been reported but it was noted that concern was still being expressed regarding this hedge near to the main road, causing visibility problems.

4.3 Drains – It was again noted that the drains in School Lane were continually blocked, Councillor Skinner stated that these had been reported and would be dealt with in due course when the road from Benington Road to the School was re-surfaced.

5 NO DECLARATIONS OF INTEREST

6 PLANNING

6.1 B/17/0315 – No final decision had yet been made on the outline application for 7no affordable dwellings with matters relating to layout, scale, appearance, landscaping and access reserved for later consideration at land off Girls School Lane, for Mr R Pearson had been discussed at a Planning Meeting of Boston Borough Council. The committee have resolved to grant approval, subject to the signing of the legal S106 agreement.

6.2 B/17/0316 – No final decision had yet been made on the outline application for 7no affordable dwellings and 2no market dwellings with matters relating to layout, scale, appearance, landscaping and access reserved for later consideration at land off Girls School Lane, for Mr & Mrs P Pearson had been discussed at a Planning Meeting of Boston Borough Council. The committee have resolved to grant approval, subject to the signing of the legal S106 agreement.

6.3 B/18/0261 – No decision had yet been made on the application for erection of 2 detached two storey residential dwellings and partial change of use of agricultural land to form gardens, following demolition of existing outbuildings at former garage and other associated buildings on Brand End Road for Mr Walden was inspected.

6.4 B/18/0270 – No decision had yet been made on the application for change of use of existing agricultural outbuildings to 3 holidays let units including associated infrastructure, following demolition of kennel at land adjacent to Holly House, Main Road for Mr S Simmons was inspected.

6.5 B/18/0328 – No decision had yet been made on the application for outline application for residential development (up to 25 dwellings) with all matters reserved at land adjacent to Magnolia Lodge, Benington Road for Robert Doughty Consultancy Ltd was inspected.

6.6 B/18/0341 – The application for the erection of first floor side extension at 11 Church Road for Mr G Lowis was inspected. No objections.

7 PARISH MATTERS

7.1 Highways – Numerous potholes had been reported and noted.

7.2 Parish Clerks Meeting – The clerk stated that she would be attending the meeting at Boston on the 19th September and would report accordingly. She had also booked onto a full day local councils networking day at Lincoln. It was agreed to contribute towards the overnight costs.

8 CORRESPONDENCE

8.1 lalc news – The annual report for 2017/18 had been received.

8.2 Clerks & Council Direct – The September issue was handed Councillor Gosling.

8.3 lalc news – The latest issue had been emailed to councillors.

9 FINANCE

9.1 The Clerk presented the up-to-date accounts, together with an update of the precept spending to date and evidence of the bank balance

9.4 The following payments were agreed.

10 NEXT MEETING

10.1 The next meeting will be held on Tuesday, 9th October 2018 at Butterwick Village Hall at 7.30 pm.

11 ANY OTHER BUSINESS

11.1 Mention was made regarding the Lincolnshire County Council lights not switched on during the night. Councillor Skinner stated he would make further enquiries.

11.2 The overgrown hedge opposite Homers Lane would be reported to Freiston Parish Council.

11.3 Mention was made of blocked drains in Tyler Crescent, and noted that Anglian Water were investigating.

11.3 Concern was raised about bins being left on footpaths after being emptied and the number of brown bins being damaged in the lifting process. Councillor Bedford stated he would report this and stated that those with damaged/cracked Brown Bins should report to Boston Borough Council for a free of charge replacement.

There being no further business the Chairman thanked those in attendance and closed the meeting at 20.06.
