MINUTES OF THE BUTTERWICK PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL ON TUESDAY, 11th DECEMBER 2018 AT 7.30 pm

1 APOLOGIES were received from Councillor C Smith and the Police

2 POLICE MATTERS

PCSO A Devenish had recorded the following incidents, concern for safety on School Lane; Firearms at Butterwick Pullover; two road traffic collisions, A52 and School Lane; a suspicious circumstance on Mill Lane; transport hazard on the A52 and violence in Mill Lane.

3 MINUTES

The minutes of the meeting held on the 13th November 2018 having been previously circulated were agreed and signed by the Chairman.

4 MATTERS ARISING

4.1 Parish Liaison Meeting – Both Councillor Gosling and Knowles had attended this meeting at Boson Borough Council on the 27th November 2018. This had covered community engagement and policies of which we already have; HMO Licensing (properties can be checked) and the 2019 election details. The request form for the Register of Electors would be made available for councillors.

4.2 Untidy Property – The clerk stated that following the letter sent on behalf of the Parish Council she had received rather an awkward telephone call. Better ways of dealing with this type of situation were discussed.

5 NO DECLARATIONS OF INTEREST

6 PLANNING

6.1 B/18/0328 – The application for outline application for residential development (up to 25 dwellings) with all matters reserved at land adjacent to Magnolia Lodge, Benington Road for Robert Doughty Consultancy Ltd had been granted subject to the 106 agreement. No formal paperwork had yet been received.

6.2 B/18/0238 – No decision had been received regarding the application for change of use from agricultural to Class B1 and Class B8 including the parking and storage of Recreation Vehicles (RVs) and caravans (Revision of planning application B/18/0090) at the Old Mill Site, Mill Lane, Butterwick for Mr A J Evans.

6.3 B/18/0418 – The outline application for one dwelling, with all matters reserved for later approval at land adjacent to Fernlea, Spital Hill for W T Taylor & Sons had been granted. No formal paperwork had yet been received.

6.4 B/18/0430 –No decision had been received regarding the application for approval of reserved matters for the construction of 7 no. affordable dwellings (including access, appearance, landscaping, layout and scale) following outline approval

B/17/0315 at land off Girls School Lane for Geda Construction on behalf of Waterloo Housing Group.

6.5 B/18/0431 – No decision had been received regarding the application of reserved matters for the construction of 7 no. affordable dwellings and 2 no. market dwellings (including access, appearance, landscaping, layout and scale) following outline approval B/17/0315 at land off Girls School Lane for Geda Construction on behalf of Waterloo Housing Group.

7 PARISH MATTERS

7.1 Highways – Nothing to report.

7.2 Grit Bins – The broken bin outside the Church House had been reported.

7.3 War Memorial - Councillor Knowles had made enquiries regarding removing two letters from the memorial. He stated he would continue to investigate but it was not looking hopeful, the local stone mason had stated that a lot of formalities had to be followed.

7.4 Group Emergency Team – Councillor Knowles stated that a meeting had been held and several contact details had been changed. Some more checks would be made and then the document would be re-submitted. He wished to place on record thanks to the clerk for her preparation of the document.

8 CORRESPONDENCE

8.1 South East Lincolnshire Local Plan – The notice had been displayed for a further consultation which was being held.

9 FINANCE

9.1 The Clerk presented the up-to-date accounts, together with an update of the precept spending to date and evidence of the bank balance

10 NEXT MEETING

The next meeting will be held on Tuesday, 11th December 2018 at Butterwick Village Hall at 7.30 pm.

11 ANY OTHER BUSINESS

It was agreed that the clerk contact Lincolnshire County Council to check on the position of their street lighting.

There being no further business the Chairman thanked those in attendance and closed the meeting at 19.52.
