MINUTES OF THE BUTTERWICK PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL ON TUESDAY, 9th OCTOBER 2018 AT 7.30 pm

1 APOLOGIES were received from Boston Borough Councillor P Bedford.

2 POLICE MATTERS

PCSO A Devenish reported on concern for safety; criminal damage; a suspicious circumstance and an act of violence. It was again noted that no further details were available and that several parish councils had complained regarding the lack of information, but no response had yet been received.

3 MINUTES

The minutes of the meeting held on the 11th September 2018 having been previously circulated were agreed and signed by the Chairman.

4 MATTERS ARISING

4.1 Emergency Planning Group – Councillor Knowles stated he would be arranging a meeting, possibly at the end of November.

4.2 Overgrown Hedges – It was noted that some work had been done on the hedge near to the main road. The overgrown hedge opposite Homers Lane had been reported by Freiston Parish Council, but no action had yet been taken.

4.3 Lighting – Councillor Skinner reported that there would be changes with the option for parish councils to pay, no formal details had yet been received.

4.4 Brown Bins – The damaged/cracked bins had been reported to Boston Borough Council who had stated they would replace bins once.

5 DECLARATIONS OF INTEREST

Councillor Knowles declared an interest in 7.3 as Secretary of the local branch of the British Legion.

6 PLANNING

6.1 B/17/0315 – The outline application for 7no affordable dwellings with matters relating to layout, scale, appearance, landscaping and access reserved for later consideration at land off Girls School Lane, for Mr R Pearson had now been granted.

6.2 B/17/0316 – The outline application for 7no affordable dwellings and 2no market dwellings with matters relating to layout, scale, appearance, landscaping and access reserved for later consideration at land off Girls School Lane, for Mr & Mrs P Pearson had now been granted.

6.3 B/18/0261 – No decision had yet been made on the application for erection of 2 detached two storey residential dwellings and partial change of use of agricultural land to form gardens, following demolition of existing outbuildings at former garage and other associated buildings on Brand End Road for Mr Walden.

6.4 B/18/0270 – No decision had yet been made on the application for change of use of existing agricultural outbuildings to 3 holidays let units including associated infrastructure, following demolition of kennel at land adjacent to Holly House, Main Road for Mr S Simmons.

6.5 B/18/0328 – No decision had yet been made on the application for outline application for residential development (up to 25 dwellings) with all matters reserved at land adjacent to Magnolia Lodge, Benington Road for Robert Doughty Consultancy Ltd.

6.6 B/18/0341 – The application for the erection of first floor side extension at 11 Church Road for Mr G Lowis had been granted.

7 PARISH MATTERS

7.1 Highways – No major issues.

7.2 Parish Clerks Meeting - The clerk stated that the Parish Clerks meeting had now been re-arranged for the 30th October, which she hoped to attend and would report accordingly.

The clerk gave a brief report on the local councils networking day which she had attended in Lincoln on the 27th September; attended by both clerks and councillors from across the county. This had included presentations on funding, conflict, dementia friendly in communities and diversity and recruitment of councillors in preparation for the 2019 elections. Councillors were made aware of the powers and duties of a parish council and the code to follow during the pre-election period.

Altogether it had been very interesting and worthwhile. The clerk stated that she had registered for the LCC Funding Portal and would forward this information to anyone who was looking for funding.

7.3 Remembrance Sunday – It was agreed that Councillor Knowles would lay the wreath on behalf of the council, and several councillors stated they would be present at the service.

8 CORRESPONDENCE

8.1 Boston Borough Council – Details of the consultation on the revised Gambling Act was distributed to all councillors.

8.2 Lincolnshire County Council – Details of the winter maintenance self-help had been received. At present it was agreed not to request any further salt and checks to made on the salt bins in the parish

8.3 Parish Council Newsletter – The September edition had been emailed to all councillors.

9 FINANCE

9.1 The Clerk presented the up-to-date accounts, together with an update of the precept spending to date and evidence of the bank balance

9.2 The following payments were agreed.

9.3 A donation request received was to be deferred to the November meeting.

10 NEXT MEETING

The next meeting will be held on Tuesday, 13th November 2018 at Butterwick Village Hall at 7.30 pm.

The dates for 2019 meetings were handed out to councillors.

There being no further business the Chairman thanked those in attendance and closed the meeting at 20.03
