MINUTES OF THE BUTTERWICK PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL ON TUESDAY, 8th JANUARY 2019 AT 7.30 pm

2 POLICE MATTERS

(PCSO K Rayment sent apologies and reported on the 9th January 2019 that there was only one incident relating to an abandoned call from the TK on Brand End Road)

3 MINUTES

The minutes of the meeting held on the 11th December 2018 having been previously circulated were agreed and signed by the Chairman.

4 MATTERS ARISING

4.1 Councillors were handed the request form for the Register of Electors as required.

4.2 The Emergency Plan, now amended would be re-submitted as requested by the clerk.

4.3 No response had been received from Lincolnshire County Council regarding street lighting. Councillor P Skinner stated he would make further enquiries.

5 DECLARATIONS OF INTEREST

Councillor Gosling declared an interest in 9.3 as Chairman of the Green Park Project.

Councillor Forman declared an interest in 9.3 as a committee member of the Green Park and being involved with the Church.

Councillor Knowles declared an interest in 9.3 as Secretary of local branch of the British Legion.

Councillor Donnelly declared an interest in 9.3 as being involved with the British Legion.

Councillor Quickfall declared an interest in 9.3 as being involved with the British Legion and the Church.

6 PLANNING

6.1 B/18/0328 – The application for outline application for residential development (up to 25 dwellings) with all matters reserved at land adjacent to Magnolia Lodge, Benington Road for Robert Doughty Consultancy Ltd had been granted subject to the 106 agreement. No formal paperwork had yet been received.

6.2 B/18/0238 – No decision had been received regarding the application for change of use from agricultural to Class B1 and Class B8 including the parking and storage of Recreation Vehicles (RVs) and caravans (Revision of planning application B/18/0090) at the Old Mill Site, Mill Lane, Butterwick for Mr A J Evans.

Further correspondence had been received from Planning and it was unanimously agreed to send the following comment:

‘We have forwarded our comments and have nothing further to add.’

6.3 B/18/0418 – The outline application for one dwelling, with all matters reserved for later approval at land adjacent to Fernlea, Spital Hill for W T Taylor & Sons had been granted, and paperwork now received.

6.4 B/18/0430 - The application for approval of reserved matters for the construction of 7 no. affordable dwellings (including access, appearance, landscaping, layout and scale) following outline approval B/17/0315 at land off Girls School Lane for Geda Construction on behalf of Waterloo Housing Group had been granted.

6.5 B/18/0431 –The application of reserved matters for the construction of 7 no. affordable dwellings and 2 no. market dwellings (including access, appearance, landscaping, layout and scale) following outline approval B/17/0315 at land off Girls School Lane for Geda Construction on behalf of Waterloo Housing Group had been granted.

7 PARISH MATTERS

7.1 Highways – Notification had been received from Lincolnshire County Council regarding a temporary road closure on Church Road (Brand End Road to Broughtons Lane) for essential maintenance works for four days between the 7th and the 22nd February 2019. The notice would be displayed.

7.2 Grit Bins – Councillor Pearson stated she would check to see if the broken bin outside the Church House had been repaired.

8 CORRESPONDENCE

8.1 Clerks & Councils Direct – The January issue was handed to Councillor Gosling.

9 FINANCE

9.1 The Clerk presented the up-to-date accounts, together with an update of the precept spending to date and evidence of the bank balance

9.2 The following payments were agreed.

9.3 Precept – A full discussion was held on the proposed expenditure for 2019/2020. Most of the annual expenses would rise with inflation. It was unanimously agreed that further money be set aside for both the Boston Borough and the Lincolnshire County Council lighting. Details from Lincolnshire County Council had still not been finalised. Support for the churchyard and the parish grassed areas together with kerb cleaning were all increased.

It was unanimously agreed to have precept of £21,000 (an increase of £6,000 to cover the additional expenditure). This would be an estimated amount per household of £52.63 per year.

(Councillor Gosling left the room and Councillor Knowles took the chair for the discussion on the Park Maintenance)

10 NEXT MEETING

The next meeting will be held on Tuesday, 12th February 2019 at Butterwick Village Hall at 7.30 pm.

11 ANY OTHER BUSINESS

Mention was made of the public footpath from Broughtons Lane to the Church which always sloped.

There being no further business the Chairman thanked those in attendance and closed the meeting at 20.32.
