MINUTES OF THE BUTTERWICK PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL ON TUESDAY, 12th FEBRUARY 2019 AT 7.30 pm

1 APOLOGIES were received from Parish Councillor M Knowles, Lincolnshire County Councillor P Skinner and the Police.

2 POLICE MATTERS

PCSO A Devenish had reported on anti-social behaviour in Prince William Drive; concern for safety in Tyler Crescent and a road traffic collision on the main A52.

3 MINUTES

The minutes of the meeting held on the 8th January 2019 having been previously circulated were agreed and signed by the Chairman.

4 MATTERS ARISING

4.1 The amended Emergency Plan had now been submitted and acknowledged.

4.2 No details had been received from Lincolnshire County Council regarding street lighting.

4.3 The Grit Bin outside the Church House had now been replaced.

5 DECLARATIONS OF INTEREST

Councillor Quickfall declared an interest in 6.3 as being known to the applicant and 9.3 as being involved with the Church.

6 PLANNING

6.1 B/18/0328 – The application for outline application for residential development (up to 25 dwellings) with all matters reserved at land adjacent to Magnolia Lodge, Benington Road for Robert Doughty Consultancy Ltd had been granted subject to the 106 agreement. No formal paperwork had yet been received.

6.2 B/18/0238 –The application for change of use from agricultural to Class B1 and Class B8 including the parking and storage of Recreation Vehicles (RVs) and caravans (Revision of planning application B/18/0090) at the Old Mill Site, Mill Lane, Butterwick for Mr A J Evans had been refused.

6.3 B/19/0013 – The application under s73 for removal of Agricultural Habitation Clause of BR 229/71 at Trebarwith, Homer’s Lane for Mr M Pitcher was discussed. No objections.

7 PARISH MATTERS

7.1 Highways – It was noted that the road repairs had commenced on Church Road. It was agreed to monitor whether this included the blocked drains.

7.2 Footway Lighting – All councillors had received a copy of the email from Boston Borough Council regarding replacement of defective lighting. After discussion it was agreed that the following work be requested.

S/L 4 outside 50 Mill Lane

S/L 2 Girls School Lane

S/L 15 & 16 Sea Lane

The total cost quoted was £1700 + VAT.

7.3 Boston Marathon – Councillor Forman had received communication regarding the marathon on the 14th April 2019, but it was agreed that further information should be requested. It was noted that Butterwick Village Hall had been booked together with two Training Days.

7.4 Lincolnshire Road Safety Partnership - An invitation from Freiston Parish Council had been received to attend the presentation regarding the HHR (Hand held radar) equipment on the 19th February 2019. Councillors Gosling and Forman hoped to attend.

7.5 Parish Council Newsletter – All councillors had received a copy.

8 CORRESPONDENCE

8.1 Lincolnshire County Council – Draft Statement of Community Involvement, details of the Consultation received.

8.2 LALC – Details of the annual Training Scheme received.

8.3 CPRE – Lincolnshire Best Kept Village Competition, details received and agreed not to enter this competition.

8.4 Boston Haven Banks – Details of the Improvement Scheme received.

9 FINANCE

9.1 The clerk stated that she had completed the new system for claiming VAT and £1286.64 had now been received. It was noted that claims could only be made every three months and the claiming period must not overlap. The Financial Regulations would be updated in due course.

9.2 The Clerk presented the up-to-date accounts, together with an update of the precept spending to date and evidence of the bank balance

9.3 The following payments/donations were discussed and agreed.

10 NEXT MEETING

The next meeting will be held on Tuesday, 12th March 2019 at Butterwick Village Hall at 7.30 pm.

11 ANY OTHER BUSINESS

Mention was made that the Village Hall Annual General Meeting would be held on 5th March.

There being no further business the Chairman thanked those in attendance and closed the meeting at 20.14.
