MINUTES OF THE BUTTERWICK PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL ON TUESDAY, 13th AUGUST 2019 AT 7.30 pm

1 APOLOGIES were received from Parish Councillor M Knowles, Boston Borough Councillor P Bedford and the Police

2 POLICE MATTERS

PCSO H Baker had reported on concern for safety on the Main Road; an abandoned call on Mill Lane and a theft on Brand End Road.

3 MINUTES

The minutes of the meeting held on the 16th July 2019 having been previously circulated were agreed and sign by the Chairman.

4 MATTERS ARISING

4.1 It was noted that the Annual Resilient Communities Conference had now been scheduled for 21st October 2019. Details had been forwarded to Councillor Knowles and other members of the team.

4.2 Building Plot - It was agreed that a letter should be sent to T Brown regarding the plot in Mill Lane, as no clearing to date had been done and concern from neighbours was still being received.

5 NO DECLARATIONS OF INTEREST

6 PLANNING

6.1 B/18/0506 – No decision had been regarding the application for partial retention for a change of use from general industrial (Class B2) to storage and distribution centre (Class B8) at Warth Park, Sea Lane, Butterwick for Mr R F Warth (R Lawson & Co Ltd).

6.2 B/19/0048 – The outline application for three detached dwelling associated parking and detached garaging following demolition of existing building with some matters reserved (appearance, landscaping and scale) for later approval at land adjacent to 25 Mill Lane for Mr T Staniland had been granted.

6.3 B/19/0187 – Further amended details had been received regarding the outline application for two storey dwelling with access for consideration (appearance, landscaping, layout and scale for later consideration) at 22 Brand End Road for Ms J Carlton. No further comments were made, other than those made originally; this is over development of the land, would it be affordable housing, and the proposed access was of concern due to its closeness to the junction.

7 PARISH MATTERS

7.11 Highways – A temporary road closure for School Lane (between Pinchbeck Road and Girls School Lane) had been scheduled between the 2nd and 3rd September for essential maintenance works by Anglian Water. The notice had been displayed.

7.12 It was noted that the temporary road closure for Girls School Lane had now been extended until the 8th September. The notice had been displayed.

7.2 Speed Indicating Devices - The approved sites had now been received and these were forwarded to Councillors Gosling and Pearson.

7.3 Training Events – Councillor Gosling reported on the Chairman/Vice Chairman meeting which they had both found very condescending. It was noted that parishes may be charged for the emptying of the parish litter bins in the future. 
A further email received from the Monitoring Officer mentioned several points which Butterwick already adhere to. Councillors were asked if they were interested in applying for the Standards Committee, no volunteers were forthcoming.

8 CORRESPONDENCE

8.1 Citizens Advice - An invitation had been received to a celebration on the 19th September to celebrate 80 years. The information was given to Councillor Quickfall.

9 FINANCE

9.1 The Clerk gave an update on the 2018/2019 audit, noting that the period for inspection of the accounts had now ended. The website would be updated accordingly.

9.2 The Clerk presented the up-to-date accounts, together with an update of the precept spending to date and evidence of the bank balance.

9.3 The following payments were discussed and agreed.

10 NEXT MEETING

The next meeting will be held on Tuesday, 10th September 2019 at Butterwick Village Hall at 7.30 pm.

11 ANY OTHER BUSINESS

11.1 Concern was expressed regarding the chaotic state of Girls School Lane and St Andrews Road during the ongoing building works. Councillor Skinner gave details of his communication with Highways.

11.2 Councillor Skinner stated that a Ward Walk would be taking place in the parish on the 19th November.

There being no further business the Chairman thanked those in attendance and closed the meeting at 20.26.
