MINUTES OF THE MEETING OF BUTTERWICK PARISH COUNCIL HELD IN THE VILLAGE HALL ON TUESDAY 12TH NOVEMBER 2019

Public Forum
There were 2 members of the public in attendance for the public forum.
1 Chairman’s Comments
The Chairman welcomed all to the meeting.
2 Apologies
Apologies were received from PCSO Hannah Baker.
3 Receipt of any declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any requests for dispensations.
Cllr M Knowles, Cllr N Donnelly and Cllr A Quickfall declared their interest in item 8a on the agenda, the donation to The Royal British Legion.
4 Police Matters
The following incidents had been reported to the clerk in the absence of PCSO Baker:
1 x Theft – Benington Road
1 x Traffic offence – Church Road
1 x concern for safety – Girls School Lane
5 Approval of the minutes of the previous meeting
It was RESOLVED that the notes of the meeting held on 8th October 2019, previously circulated, should be recorded as the minutes.
6 Viewpoints on questions from members of the public
There were no questions from the Public Forum.
7 Matters for the attention of Lincolnshire County Council/Boston Borough Council from/to County Councillors/Borough Councillors
Cllr P Bedford reported that refuse bin replacement matters were still under debate at council and there was a further meeting scheduled for Thursday 15th November 2019.
8 Accounts for payment/Finance
It was RESOLVED to accept the payments as per the BACS statement dated November 2019. Members were given a report from the RFO which updated all on the current financial situation. The bank account balance as at 31th October 2019 was £20,619.01 with £1,488.61 bacs payments due to be made between 12/11/2019 and 30/11/2019.

9 Correspondence received which the Council are invited to resolve upon
1. Lincolnshire County Council – Temporary Road Closure – Butterwick – Reason for Closure: Essential Maintenance works by WPD - Location: Girls School Lane (Between 90 metres and 200 Metres South of School Lane - Period of Closure: 25/11/2019 – 09/12/2019 – Closures to be implemented as and when required during this period.
2. LALC Weekly News Update (circulated to all members)
3. Christmas Stamp appeal (details were provided at the meeting and poster displayed on the notice board)
4. What the Flood? – Environment Agency (circulated to all members) – postponed until after the election
5. Are you prepared for winter? - Zurich Municipal (circulated to all members)
6. First notification in response to consultation regarding proposed removal of BT Payphones – The first response has been prepared and sent to the Secretary of State for Digital Culture, Media and Sport.
7. Parish Agreement Scheme 2020/21 – Urban Highway Grass Cutting – the council RESOLVED to continue with the Parish Agreement and to continue with the current grass cutting contractor.
10 Reports for Various Bodies/Other Members
There were no reports of matters from other members
11 Planning Applications
There were no planning applications for review
12 Donations
Butterwick Baby and Toddler Group had submitted a request for a contribution for their group to enable them to provide various pieces of equipment and to extend their range of toys. A comprehensive precis had been provided detailing other sources of funding which had been applied for and received and fundraisers which had been held. The council RESOLVED to award a grant of £250.00 under the Power to provide a wide range of recreational facilities, Local Government (Miscellaneous Provisions) Act 1976 s. 19
13 Parish Matters
Cllr C Smith noted that the village hall needed refurbishment and asked if the Parish Council would be able to assist. It was advised to obtain quotes and a grant application so it could be considered in the next Precept award for 2020/21.
Cllr N Donnelly and Cllr A Quickfall reported that some of the parish roads were in a very poor state, the clerk confirmed she would contact Mr Chris Chandler to see if a drive around to review this would be possible.
Cllr L Pearson asked if it was possible to provide a dog waste bin at the footpath where Brand End Road and the Public Footpath joined. The clerk confirmed she would contact Boston Borough Council and request this possibility be investigated.
Cllr M Knowles stated that a parishioner had noted that the meeting details had not been in the current issue of the Parish Magazine, the clerk offered her apologies as this had been overlooked and confirmed a notification would be sent to Guardian Press for the next meeting and also details would be sent with dates for the next calendar year.
14 Date and Time of the next Parish Council Meeting
Date and time of the next Meeting of the Parish Council will be held on Tuesday 10th December 2019 beginning at 7.30pm.
There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed at 8.20pm.
