MINUTES OF THE MEETING OF BUTTERWICK PARISH COUNCIL HELD IN THE VILLAGE HALL ON TUESDAY  03 OCTOBER 2023

Public Forum

There was one member of the public in attendance who wished to apply for the Councillor vacancy, he gave a concise statement to support his application.

2023/89     Apologies

Apologies were received from Cllr P Skinner, Lincolnshire County Council and Cllr D Broughton, Boston Borough Council.

2023/90     Receipt of any declarations of interest in accordance with the requirements of the Localism Act 2011.

There were no interests declared.

2023/91   Approval of the minutes of the previous meeting

It was RESOLVED that the notes of the meeting held 12 September 2023 be approved and signed by the Chairman.

2023/92   Reports from Lincolnshire County Council and Boston Borough Council 

Cllr P Bedford gave a verbal report on behalf of Lincolnshire County Council.

2023/93  Footway Lighting

The clerk stated that she had been unable to source the signed agreement for taking on responsibility for the lights. Cllr Bedford stated he would ask Boston Borough Council for a copy of the agreement and would forward this to the clerk.

2023/94 Butterwick Park 

The Chairman confirmed that the repair/repainting works were ongoing with some having been completed. The clerk stated that she had received a request from a resident of the parish to increase the height of the hedge surrounding the park to give bordering residents and children using the park privacy and to increase the habitat for wildlife. Members of the Council discussed this and agreed with the advice which had been previously provided to the Park Green Project to keep the hedge low for the safety and security of unaccompanied children. It was agreed to keep the hedge at the current height as it also acted as a  deterrent for vandalism.  

2024/95 Litter Picker vacancy 

The clerk confirmed that the vacancy had now been filled.

2023/96  Finance

It was RESOLVED to accept the payments as per the payment sheet 10/2023.

2023/97   Matters for discussion or to be added to the next agenda.

Cllr C Smith reported that the bench outside the hall had been reported as unstable, the Chairman confirmed he would speak with Mr Venn to have this rectified.

Cllr Smith also stated that the overgrown area surrounding the BT hub still had not been addressed. The clerk advised she would visit the area to take photographs to send to BT and request an annual grounds maintenance programme be put in place to address the overgrown area.

It was reported that the overgrown hedge at the junction of Lowfield Lane and the Main A52 was becoming an issue, the clerk stated she would send a letter requesting it be cut back to within the residential boundary.  

It was also reported that the brambles were creeping across the pavement and into the roadway outside the Orchards on Spencer Gardens, the clerk confirmed she would phone LHP and ask for this matter to be dealt with. 

2023/98 To Resolve to Move into Closed Session to Discuss Co-option

Members of the Council resolved to move into closed session to discuss the application they had received for the Councillor vacancies and the statement which had been given in support of this.

2023/99  Date and Time of the next Parish Council Meeting

Date and time of the next Meeting of the Parish Council will be held on Tuesday 14 November 2023 beginning at 7.30pm. There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed.
