May 2023 Minutes Annual Parish Council Meeting
MINUTES OF THE ANNUAL MEETING OF BUTTERWICK PARISH COUNCIL HELD IN THE VILLAGE HALL ON TUESDAY 9 May 2023
Present: Councillor: A Gosling – Chairman
Councillor: K Forman, C Smith, L Pearson, A Quickfall,
Mrs C Anderton – Clerk of the Council
Also Present: Paul Skinner, Lincolnshire County Council
2023/31 To elect a Chairman for the 2023/24 administration period
It was proposed by Cllr K Forman that Cllr Gosling continue in the Chairman position for the next administration period and was carried unanimously.
2023/32 To elect a Vice Chairman for the 2023/24 administration period.
It was proposed by Cllr K Forman that Cllr L Pearson be elected to the Vice Chairman position for the next administration period which was carried unanimously.
2023/33 Apologies
There were no apologies received as all Councillors were in attendance.
2023/34 To receive any declarations of interest in accordance with the requirements of the Localism Act 2011
There were no interests declared.
2023/35 To receive and approve the notes of the Council meeting held on Tuesday 11 April 2023.
It was proposed and accepted that the notes of the meeting held 11 April 2023 be approved as a true record of the meeting and be signed by the Chairman.
2023/36 Finance
Members of the Council RESOLVED to accept the payments as per the payment sheet 05/2023
2023/37 Footway lighting
Members of the council discussed the options available in respect of adding a new light on Brand End Road and agreed that the cost for this was not appropriate for the benefit it would give. It was agreed for the clerk to send another letter to Mr Chapman at 14 Brand End Road to advise that the vegetation around the streetlight adjacent to his land was overgrowing again and if this was not dealt with the Parish Council would instruct their contractor to cut it down. Members of the council agreed that by removing the vegetation it was possible that more light would be given out from the streetlight. There was also another tree on the opposite side of the road which members agreed to look at to determine if this was also obstructing another lamp post.
2023/38 Matters for discussion or to add to the next agenda
Members of the Council discussed the possibility of taking on full responsibility for the upkeep and maintenance of Butterwick Park. The Chairman stated that he would approach the Green Park Project trustees with the proposal and report back to Council at the next meeting.
Cllr Smith highlighted the matter of the Village Hall Committee requiring a Parish Council representative and members agreed to add this item to the next agenda.
2023/39 Date and Time of the next Parish Council Meeting
Date and time of the next Meeting of the Parish Council will be held on Tuesday 13 June 2023 beginning at 7.30pm.
There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed at 8.00.
