MINUTES OF THE MEETING OF BUTTERWICK PARISH COUNCIL HELD IN THE VILLAGE HALL ON TUESDAY 11 JUNE 2024

Public Forum

There was one member of the public in attendance to give a short presentation and answer any questions regarding an application for co-option.

2024/46    Apologies

Cllr K Forman and Cllr P Bedford gave their apologies. 

2024/47     Receipt of any declarations of interest in accordance with the requirements of the Localism Act 2011.

There were no interests declared.

2024/48   Approval of the minutes of the previous meeting

It was RESOLVED that the notes of the meeting held 14 May 2024 be approved and signed by the Chairman.

2024/49   Reports from Lincolnshire County Council and Boston Borough Council 

Cllr P Skinner provided a verbal report on behalf of Lincolnshire County Council.

Cllr D Broughton also provided a verbal report on behalf of Boston Borough Council

2024/50   Butterwick Park 

The Chairman confirmed that he had arranged for the broken light to be removed. The Chairman also stated that the wooden bridge still needed repairing, the clerk suggested looking into a metalwork repair for longevity and offered to contact the fabricator at Skipworth’s to obtain a quote. It was also highlighted that the swing seats and other play equipment were covered in bird droppings and needed cleaning. Cllr Skinner suggested the possibility of utilising the Community Payback Partnership and that he would forward their latest contact details to the clerk. Cllr C Gosling stated that the new Governor of North Sea Camp was encouraging of rehabilitation schemes in the local area and could possibly be approached with the suggestion of cleaning the park equipment. Members of the Council agreed for Cllr C Gosling to approach the Governor and put the idea forward.

2024/51   TPO - Proposed waiting and speed restrictions School Lane/Butterwick Road 

The proposed Traffic Prevention Order was discussed and members of the council RESOLVED that a letter to be sent asking how the order would be enforced and suggesting an alternative solution to address the speeding issue in the form of either a static camera or average speed cameras along the road outside Pinchbeck School. 

2024/51  Finance

It was RESOLVED to accept the payments as per the payment sheet 06/2024.

2024/52   Matters for discussion or to be added to the next agenda.

Cllr Smith reported that the Village Hall insurance company had requested the details for the Village Hall ownership. The clerk confirmed that it was understood that the Parish Council were Custodial Trustees and did not own the building or surrounding land. The clerk suggested she could contact the Charities Commission to see if the Village Hall had been registered at any time in the past and would add this item to the next agenda.

2024/53 To Resolve to Move into Closed Session to Discuss Co-option

Members RESOLVED to move into closed session to discuss the application they had received for the Councillor vacancy and the statement which had been given in support of this.

2024/54  Date and Time of the next Parish Council Meeting

Date and time of the next Meeting of the Parish Council will be held on Tuesday 9 July 2024. There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed.
