MINUTES OF THE MEETING OF BUTTERWICK PARISH COUNCIL HELD IN THE VILLAGE HALL ON TUESDAY 10 SEPTEMBER 2024

2024/72 Apologies
Apologies were received prior to the meeting from Cllr J Barton, Cllr A Quickfall, Cllr P Bedford and Cllr D Broughton
2024/73 Receipt of any declarations of interest in accordance with the requirements of the Localism Act 2011.
There were no interests declared.
2024/74 Approval of the minutes of the previous meeting
It was RESOLVED that the notes of the meeting held 13 August 2024 be approved and signed by the Chairman.
2024/75 Reports from Lincolnshire County Council and Boston Borough Council
Cllr P Skinner provided a verbal report on behalf of Lincolnshire County Council.
Cllr D Broughton provided a written report on behalf of Boston Borough Council which was read to members by the Chairman
2024/76 TRO - Proposed waiting and speed restrictions School Lane/Butterwick Road - UPDATE
The clerk confirmed that the proposed waiting and restriction order was now out for public consultation and the closing date for objections or representations was 2 October 2024. The clerk confirmed that Public Notices had been displayed on the notice board.
2024/77 Butterwick Park
The clerk confirmed that the bridge had been dismantled and the new framework and handrails were in the process of being manufactured. The fabricator had confirmed that the beams, which were in place across the dyke, did not need replacing as they were solid and would be strong enough to support the new metal bridge.
2024/78 Finance
It was RESOLVED to accept the payments as per the payment sheet 09/2024.
2024/79 Matters for discussion or to be added to the next agenda.
The Chairman asked how matters were progressing in respect of the volunteers from North Sea Camp completing the small maintenance tasks within the parish, Cllr C Gosling confirmed that the risk assessment had been added to the list and he was hoping that this should be completed soon.
Cllr L Pearson raised an issue relating to the reduced Brylaine bus service through Butterwick and other villages this side of Boston. She gave a list of times and confirmed that the B7 service now only ran from Boston to Buttterwick at 9.10, 12.10, 14.10, 14.45 (term time) and 16.40 (College days) and Butterwick to Boston 9.13 (term times), 10.13, 12.18 and 14.18. She reported that the service used to come through the village hourly but now the Stagecoach bus only came through the village early in the morning and early evening on Saturdays. She said that the nearest bus stops outside of these times were either at Benington or down the main A52 road at Freiston. She asked if the bus provision was within the borough's responsibilities and if it was possible to put a bus stop at the junction of Mill Lane/A52 or Homers Lane A52, although not ideal it would be better than having to walk along the main A52 carriageway in either direction to get to the neighbouring villages. The clerk suggested that the Call Connect service was available but agreed that not everyone was aware of it.
Cllr L Pearson pointed out that the village is increasing in size, with the 42 new houses off Watery Lane and the new estate on Benington Road and with people being encouraged to go greener and use public transport, was it really a good idea to reduce the services available for this. The clerk confirmed she would email Cllr Bedford and ask if this could be investigated.
Cllr L Pearson requested that this be added to the October agenda.
2024/80 Date and Time of the next Parish Council Meeting
Date and time of the next Meeting of the Parish Council will be held on Tuesday 08 October 2024. There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed.
